The refugee camps didn't exist! There was no plan! America is the fertile crescent-where are the food drops? Where are the camps? Our country has the ability to hold an invasion of another country, occupy and such half a world away, but they can't disaster plan? And you know what? New Orleans still would be evacuating. There's that many people."
Families, Neighborhoods, Cities, Counties, and even States and Regions should have disaster management and evacuation plans in place in advance, particularly for the foreseeable disasters in that area. Officials could have easily recognized that there would be many people in New Orleans that would not be able to get out on their own when evacuation orders were issued. If a plan to evacuate those people had been in place, many of the current problems could have been reduced.
My wife and I were looking over some emergency preparedness mateirals last night. The Church counsels that we should pay heed to the advice of local officals and when an order to evacuate is given or a meeting place designated, we should go there promptly. One evacuated family has a story related to this. "Dough: 'Our policy is, whenever the city calls for an evacuation, we go.' Now they're second-guessing themselves. Why didn't they take it more seriously and take their most cherished possessions?"

What is a region? That's seems a bit of a stretch, who would control the "regional"...troops? That makes no sense.
Also, you believe we should go state by state to commit troops and resources to Iraq then? Say, if California has no problem with Iraq, they don't have to send troops? Why should they help the Feds?
Also, if Oregon wants to make pot and crack legal, you are for that, too? No Feds there either?
Also, did you complain last year when your President declared an emergency before the Hurricane even hit Florida? And he was there the day after it hit assuring people that aid was on the way (and it actually was)? I'm sure you didn't.
I'm sure it's hard keeping track of the hypocrisy and spin, but maybe resorting to lies, half truths and conflicting positions tells you something about the policies you support.
I don't think you understood what I was saying. Maybe I wasn't clear enough. When I say "region" I'm talking about a geographical area that could be effected by a single disaster. The reason a region may need a plan is because the political boundries may not match the area that could be affected. Therefore, cities or states may want to have a plan how they would work together to respond to a problem in a region that covers them both. I was talking about preparedness. In each situation, family, city, county, state, and region, there are people who are responsible for the welfare of others in that group. Those people need to have a plan.
